We need both hardware and software for fairly simple yet obvious reasons.

Without hardware, software cannot be installed on a computer or similar device. Without a data storage disk you cannot have softwares installed.

And, yes without software it is easy to say that hardware is utterly useless. Hardware of any kind simply cannot run without the right software installed on it.

Can you imagine operating on a computer with an operating system software of some kind?
Can you imagine logging onto the internet without any software?
Or hardware for that matter?

To sum up, we need both hardware and software on a computer for it to run well.
